Capital Improvement Project (CIP) Funding

Over the past four years, Senator Jill Tokuda has worked hard to bring over $83.9 million in Capital Improvement Project (CIP) funding and over $10 million in school repair and maintenance funds to our district.

These funds helped ensure that our students and community have a safe and supportive environment in which to learn, contributed greatly toward habitat restoration and the preservation of critical natural resources like Kawainui Marsh, and supported the continuation of vital services in Windward Oahu.

CIP Projects for the 24th Senatorial District (2007-2010)


SESSION 2007

K – 12 Education
$300,000 -  Kalaheo High School for a football/track field and spectator seating.
$3.1 Million – Castle High School for dining room expansion.
$330,000 – Kapunahala Elementary School for an ADA (Americans with Disabilities Act) mechanical lift in Building B.
$800,000 – Hawaii Youth Correctional Facilities lump-sum CIP for repairs, improvements, and safety measures.

Higher Education
$41,579,000 – Windward Community College for a library and learning resources center.

Community
$5.0 Million – Castle Hills Access Road for drainage improvements.
$920,000 – To protect and preserve Kawai Nui Marsh for future generations.
$675,000 – As a GIA (Grant-in-Aid) for Hina Mauka Teen Care Trailers in Windward Oahu and across the state.

SESSION 2008

K – 12 Education
$850,000 – Plans and design for Kailua High School for a Natural Science Classroom/Research Laboratory and Library Buildings.
$285,000 – Castle High School for electrical upgrade and theatrical lighting for the Ronald E. Bright Theatre
$200,000 – Olomana School for an open-air field house.

Higher Education
$263,147 – Windward Community College for expansion of security services and infrastructure.

Community
$3.0 Million - Hawaii State Hospital for re-roofing and structural improvements.
$300,000 - Hawaii State Veterans Cemetary for road, drainage and slope repairs.
$500,000 - Kawainui Marsh for habitat restoration.
$250,000 – PACT (Parent and Children Together) as a GIA (Grant–in-Aid) for a multi–family traditional housing facility.
$200,000 – For water flow restoration between Kawainui Marsh and Kawainui Stream.
$256,932 – For removal of alien algae in Kāne’ohe Bay (Super Sucker Project).

SESSION 2009

K – 12 Education
$8.0 Million – Kailua High School design, construction, and equipment for a Natural Science Classroom and Research Laboratory; ground and site improvements; equipment and appurtenances. (CD10-$800,000 and CD11 $7.2 Million)
$5.0 Million – Castle High School for design and construction of an all-weather track, synthetic athletic field, and a press box/announcer’s booth.  Project to include ground and site improvements; equipment and appurtenances. (CD10)
$175,000 – Kaelepulu School design and construction of a replacement walkway between the parking lot to Building C; ground and site improvements; equipment and appurtenances. (CD10)
$125,000 – Benjamin Parker School design and construction for a retaining wall behind the cafeteria and Buildings C and D; ground and site improvements; equipment and appurtenances. (CD10)
$100,000 – Puohala Elementary School plans, design, and construction for electrical upgrades to the whole campus; ground and site improvements; equipment and appurtenances. (CD10)
$50,000 – King Intermediate School for plans and design for a conversion of the cafeteria to be used as an auditorium.
$30,000 – Enchanted Lake Elementary design and construction for a wind breaker system between Building E and G, ground and site improvements; equipment and appurtenances.  (CD10)
$2,087,000 – Hawaii Youth Correctional Facility (HYCF) Secure Custody Facility (SCF) Air Conditioning Replacement for plans, design and construction to replace air conditioning unit and smoke evacuation units and perform roof repairs for the health and safety of the youths.

Higher Education
$1,578,000 – Plans and design for Windward Community College for a library and learning resources center.

Community
$2,071,000 – Hawaii State Hospital design and construction for repairs and, improvements which may include reroofing, structural work, and various other improvements.  (CD1)
$200,000 – Castle Hills access road, drainage improvements for land acquisition for storm retention structures and erosion controls to repair storm damage and erosion, and constructing concrete sidewalks, wheelchair ramps, and other miscellaneous improvements.  This project is deemed necessary to qualify for federal aid financing and/or reimbursement. (CD10- divided into two parts, $1,000 and $199,000).
$1.5 Million – Pohai Nani as a GIA (Grant-in-Aid) for a Wellness Center.

SESSION 2010

K-12 Education
$300,000 – Castle High School for plans and design to expand the cafeteria dining room for additional student dining; ground and site improvements; equipment and appurtenances. (CD11)
$1.2 Million – Kaneohe Elementary School for design and construction for the expansion of the library; grading of an access road; and creation of a parking area near the library; ground and site improvements; equipment and appurtenances. (CD11)

Community
$1.5 Million – Boys and Girls Club, Oahu for construction for the renovation of the existing athletic department wing at Kailua Intermediate School. This project qualifies as a grant, pursuant to Chapter 42F, HRS. (CD11)
$100,000 –Kaelepule Pond Mitigation, Oahu for plans, design, and construction for pond mitigation at Kaelepulu Pond. (CD11)
$800,000 – Kawainui Marsh Plan Implementation, Oahu for plans, design, and construction to update the existing Kawainui Marsh Master Plan. (CD11)
$1.35 Million – Kahekili and Kamehameha Highways, Oahu for design and construction for multi-use paths along Kahekili Highway and the intersection with Kamehameha Highway to the intersection with Haiku Road and along Kamehameha Highway from the intersection with Waihe‘e Road to the intersection of Kahekili Highway. (CD10)

TOTAL CIP FUNDING: $83,905,079
